Consent to Establish (CTE) in Maharashtra State

 This consent is to be obtained prior to establishing any industry or process.

Consent to Operate (CTO) in Maharashtra State

Once the industry or process plant is established along the required pollution control systems, the entrepreneur is required to obtain consent to operate the unit. This consent is given for a particular period, which needs to be renewed regularly.

Authorization in Maharashtra State

This is required for business activities related to hazardous materials, such as the collection, segregation, treatment, or recycling of plastic materials.

Documents Required for CTO/CTE/Authorization From Maharashtra State Pollution Control Board For Consent to Establish

• Site plan/index
• Topographical Map
• Detailed layout plant of different processes and point sources of effluent discharge/emissions and position of stack and documents including D.G. set capacity in KVA
• Process flow sheet
• Details of Water Pollution Control/Air Pollution Control devices proposed to be provided
• Ambient Air Quality Report (if available)
• SSI Certificate/NOC from Directorate of Industries, Government of Maharashtra
• D.G.T.D. Registration. (if applicable )
• Details of chemical reactions with mass balance
• Consent fees in the form of D.D. drawn on favour of MPCB
• Local body NOC
• Undertaking on Rs. 20 stamp paper or Chartered Accountant certificate about proposed Capital Investment (Land, building, and machinery)

For Consent to Operate/Renewal

• Detailed layout plant of different processes and point sources of effluent discharge/emissions and position of stack and documents including D.G. set capacity in KVA
• Process flow sheet
• Latest analysis report of effluent, fuel gases, solid waste & hazardous wastes
• Details of Water Pollution Control/Air Pollution Control devices provided
• Ambient Air Quality Report (if available)
• SSI Certificate/NOC from Directorate of Industries Government of Maharashtra
• D.G.T.D. Registration. (if applicable )
• Details of chemical reactions with mass balance
• Consent fees in the form of D.D. drawn on favour of MPCB
• Xerox copy of previous consent (for renewal only)
• Xerox copy of Environmental Clearance of Government of Maharashtra or Government of India in case of 1st consent to operate in case of industries/processes requiring environmental clearance

Maharashtra State Pollution Control Board Consent Fees

The entrepreneurs need to pay the consent fees to the Board as per the statement given below. These fees are payable in the form of a Demand Draft at any Nationalized bank at the respective Sub-Regional office or Regional office or at headquarters along with the completed prescribed form. The term of consent for the Red, Orange, and Green categories of Industry is one, two, and three years respectively. The industries can also obtain consent for an extended period of up to 5 terms by paying proportionate fees.

Urban Local Bodie(Under Water Act)

Note: The mining projects will pay Rs.0.40 per tone of Mineral per annum in addition to the payment as per capital cost of the mining project as a Consent fee
