Indian automakers have got a three-month extension deadline to meet the new safety standards for electric construction equipment. Due to be applicable from October 1, 2024, this now reaches January 1, 2025. The Ministry of Road Transport and Highways (MoRTH) announced this extension, giving manufacturers more time to comply with Automotive Industry Standards (AIS)-174.

Background on the New Standards

The AIS-174 standards have incorporated critical safety measures related to the battery system, electrical components, and the general construction of the vehicle. These regulations are part of a broader endeavour by the Government of India to improve safety and sustainability in the construction equipment industry as it transitions toward electric machinery. Both construction employees and the general public will benefit from this effort.

Reasons for Extension

Manufacturers have struggled to align with these stringent requirements within the initial timeframe, prompting the government to extend the deadline. This decision reflects a balance between enforcing necessary safety measures and allowing the industry adequate time to adapt. Notably, no objections or suggestions were received during a public feedback period following the publication of draft rules in August 2024, which facilitated this amendment without changes.

Importance of Compliance

The new safety regulations assume importance since major companies are beginning to deploy electric dumpers, earth-moving equipment, and other construction vehicles. A senior government official indicated that the OEMs have to ensure their vehicles meet all the required standards for safety if they are to qualify for potential government subsidies under schemes such as FAME-III.

Expected Results

Manufacturers are expected to bear heavy investments in research, development, and compliance as these safety standards begin to be implemented. Experts believe that AIS-174 will enhance safety for both operators and pedestrians on construction sites. This is anticipated to further reduce emissions and noise pollution in more environmentally friendly construction practices.

Future Implications

Given the growing market for electric construction vehicles, strong norms for safety must be established right from the beginning. There is a proactive approach from the government to not only protect the workforce but also to spur innovation within the industry. A lot of investment on the part of the manufacturers will be required to meet those requirements and push technology and designs to newer extents.

In short, although this extension provides more time for the manufacturers to comply with AIS-174, it also underlines the government's commitment to having a safe and sustainable transition towards electric construction equipment in India.
