It is necessary to generate an Extended Producer Responsibility (EPR) certificate for producers to fulfil their EPR obligations according to schedules III and IV. This responsibility is handled by the Central Pollution Control Board (CBCB). In light of this, the following guidelines are provided: 

• In order to fulfil their extended producer responsibility obligations, all producers are required to follow Schedule III and Schedule IV. To do this, they can also use third-party organizations, such as producer responsibility organizations, collection centres, dealers, etc. Producers are solely responsible for the extended producer responsibility.
• The responsibility for a product's extended producer shall be determined by the information submitted by the producers on the portal, as well as the product's lifespan established by the Central Pollution Control Board. Additionally, the targets outlined in Schedule III and Schedule IV must be taken into account. 
• The producer shall fulfil their extended producer responsibility through the online purchase of an extended producer responsibility certificate from registered recyclers only and submit it online by filing the quarterly return.
• The details provided by the producer and registered recycler shall be cross-checked on the Portal.
• In case of any difference, the lower figure shall be considered towards the fulfilment of the extended producer responsibility obligation of the producer.
• The certificates shall be subject to environmental audit by the Central Pollution Control Board or any other agencies authorized by the Central Pollution Control Board in this regard.

The responsibilities of e-waste recyclers, producers and refurbishes are as follows- 

Producers:- The producer of electrical and electronic equipment listed in Schedule I shall be responsible for -

• Registration on the portal
• Obtaining and implementing extended producer responsibility targets as per Schedule-III and Schedule-IV through the portal: Provided that the producer has extended the producer responsibility plan under the provisions of the erstwhile E-Waste (Management) Rules, 2016 shall migrate under these rules as per the procedure laid down by the Central Pollution Control Board with the approval of the Steering Committee;
• Creating awareness through media, publications, advertisements, posters or by any other means of communication;
• Filing annual and quarterly returns in the laid down form on the portal on or before the end of the month succeeding the quarter or year, as the case may be, to which the return relates.

Recyclers:- The responsibilities of Recyclers are as follows-

• Register on the portal;
• Maintaining the facility and recycling processes in accordance with standards
• Establish regulations laid down by the Central Pollution Control Board in this regard from time to time;
• Make sure that the fractions or material not recycled in its facility is sent to the respective registered recyclers;
• To verify to ensure that residue generated during the recycling process is disposed of in unauthorised treatment in a storage disposal facility;
• Maintain a record of e-waste collected, dismantled, recycled and sent to registered recycler on the
• Portal and make available all records for verification or audit as and when required;
• File annual and quarterly returns in the laid down form on the portal on or before the end of the
• Month succeeding the quarter or year, as the case may be, to which the return relates accept waste electrical and electronic equipment or components not listed in Schedule-I for
• Recycling provided that they do not contain any radioactive material and the same shall be uploaded on the portal;
• Create awareness through media, publications, advertisements, posters or by such other means of communication;
• Account for and upload information about any non-recyclable e-waste or any quantity which is not recycled and disposed of;
• Take the help of dismantlers for recycling purposes:
• Provided that it shall be the responsibility of the recycler to ensure proper material flow to and from those
• Dismantlers and the dismantler shall give dismantled material to the registered recycler only and maintain a record of the same.

Refurbishers:- The responsibilities of Refurbishers are as follows-

• Register on the portal
• Collect e-waste generated during the process of refurbishing and hand over the waste to the registered recycler and upload information on the portal;
• Ensure that the refurbished equipment shall be as per the Compulsory Registration Scheme of the Ministry of Electronics and Information Technology and Standards of the Bureau of Indian Standards framed for this purpose;
• File annual and quarterly returns in the laid down form on the portal on or before the end of the month succeeding the quarter or year, as the case may be, to which the return relates.

Recyclers, manufacturers, and refurbishers have a responsibility to store e-waste for no longer than 180 days when buying, selling, or storing electronic goods. They must also maintain records for inspection purposes as outlined in the E-waste Management Rules of 2022. 

Note:- Central pollution Control Board can even extend up to three hundred and sixty days for the storage of electronic waste, specifically for the purposes of the development process as stated.
