The responsibility of the producer calls to fulfil the extended producer responsibility-

• It is by availing the extended producer responsibility certificates from the authorised Recyclers.
• One needs to file the annual returns as well as quarterly as per the forms specified by the Central Pollution Control Board, which is mainly before the month's end, succeeding the quarter, to which the return relates, with the registered entity, having to file quarterly returns.

Recycler 

The responsibility of the recycler entails-  

• The recycler should submit the information on a monthly basis with information relating to handling the number of waste tyres along with the end product produced, extended producer responsibility certificate followed by other relevant information as mentioned in the portal. 
• All the recyclers shall be summoned to file the quarterly returns as per the form mentioned on the portal but before the end of the month succeeding the quarter to which the return relates.

The targets for producers and manufacturers of Tyre waste recyclers include the following-

The applicant must provide details of its manufacturing plant/plants per the format released by CPCB. At the time of registering, the applicant must have the following documents ready.

• Covering letter
• An undertaking regarding the submission of authentic data
• Tyre Composition (in Excel Format)
• Submission of plant wise manufacturing data (in Excel Format)
• PAN Card of the company
• GST Number of the company
• IEC number of the company (Only in case of import)
• CIN number of the company
• Aadhar Card of the Authorized Person
• Address of the head office of the company in the country.

Registration is mandatory for producers, recyclers, and waste Processors. State-level operations register with the State Pollution Control Board, while union Territories register with the Pollution Control Committee. Those operating in Multiple states register with the Central Pollution Control Board through a Centralized web portal managed by the CPCB. Corpseed follows these Registration rules.

The Central pollution control board specifies the guidelines under which it mentions the collection and imposition of environmental compensation hurled on the producers, in cases of non-compliance for obligations set out as per the schedule, or have attempted to use the false extended producer responsibility certificate and the guidelines will surely be in accordance with the provisions of the mentioned schedule. It shall be required to be approved by the Steering Committee constituted under paragraph 13 and Central Government before implementation.

• The environmental compensation has to be incurred by the recyclers for issuing the false extended producer responsibility certificate or relaying wrong information. 
• Recycling companies and producers shall also be held accountable if they abet the violation of provisions as scheduled or have extended producer responsibility obligations.
• The environmental compensation shall not declare the producers from the obligation as per the mentioned schedule, followed by the extended producer responsibility obligation. In addition to this, it would be carried forward for the next year, or up to three years.
