BIS System Certification

The Bureau of Indian Standards (BIS), the National Standards Body of India for developing Indian Standards was established under the Bureau of Indian Standards Act, of 1986. BIS is responsible for the mellifluous development of the activities of standardization, marking, and quality certification of goods and for matters connected therewith. It has been helping the Indian economy by providing safe, reliable quality goods, minimizing the risk of health hazards to consumers, promoting exports and substituting imports, etc.

BIS has been operating the Management System Operating Scheme since 1991. Initially, it started with only a scheme of Quality Management System Certification (IS/ISO 9001) and over the years, it has expanded its activities to various other management schemes. 

As of now, it has the following systems under certification: -

• Environmental Management System - (IS / ISO 14001).
• Food Safety Management System - (IS / ISO 22000).
• Energy Management System - (IS / ISO 50001).

Application and its Processing

Enterprises interested in obtaining a license for any BIS management System (MSCD) should ensure that they have the ability to provide goods/services that consistently meet the requirements of the consumer and the applicable regulatory requirements of the standard.

The application fee is non-refundable, so the applicant is advised to fill in the correct information during the filing of the application form.

The Applicant shall have completed at least one Internal Audit and One Management Review. 

BIS reserves the right to cancel the application form in the following cases: - 

• Application fee not accompanying the application form submitted by the applicant.
• Incomplete Application Form.
• Incomplete or not clear annexes to the application.

AUDITS FOR GRANTING CERTIFICATION

The Audit would be conducted by BIS for granting Certification for the Management System would be in 2 Stages namely Audit 1 and Audit 2.

• Audit 1 includes Adequacy Test and Preliminary Visit
• Audit 2 includes the Initial Certification Audit.

Audit Stage 1

In Audit Stage 1, the quality manual will be examined by the BIS for verifying the confirmation of the relevant standard. Any significant deviations from the prescribed requirements need to be rectified by the applicant. 

BIS officials will visit the business premises of the applicant to familiarize themselves with the nature of the operation, size, location, and site-specific condition, status, and level of implementation of the management system which includes evaluation of internal audit and management review undertaken by the applicant organization.  

Audit Stage 2

The assessment fee shall be payable in advance to the BIS, an estimate of which would be intimidated by BIS depending on the man days expected to be spent on the audit and related expenses.

Initial Audit

A unit from BIS will carry out Initial Audit to find the implementation, including the effectiveness of the applicant organization’s management system in complying with the required relevant standards, procedures, and processes.

The Initial Audit includes the following: -

Opening Meeting: - The leader of the BIS audit team shall conduct the meeting in which top management of the organization, the management representative, and Heads of all departments being audited are expected to be present. The primary motive of the opening meeting is to provide a short summary of how the audit activities will be carried out.

Conduct of Audit: - The audit shall be carried out by team members of the BIS audit team as per the audit Plan. Each auditor might be accompanied by a guide/person who is conversant with the activities of the function the auditor is auditing. The guide will sign the observations recorded by the auditor as a token of acceptance.

Closing Meeting: - All the members who were present in the opening meeting should be present in the closing meeting where the audit team will demonstrate its findings to the applicant.

• Step 3: - Select the certification which you want.
• Step 4: - Apply for a license.
• Step 5: - Fill out the Application form.
• Step 6: - Attach the certificate of incorporation or SSI certificate or any valid proof of address.
• Step 7: - Submit the application form along with the requisite fees.
