• Under FMCS, the license is granted to a foreign Manufacturer to use an Indian Mark on a product that conforms to an Indian Standard.
• The scheme is applicable for grant of license for all products except electronics & IT products notified by MeitY
• The license for FMCS is granted by the foreign manufacturer Certification Department (FMCD) located at BIS Headquarters, New Delhi.

• Business license: The business license of the foreign manufacturer is required for address verification.
• List of Machinery: The entire list of machines that are used in the manufacturing facility must be provided along with the make and model and production capacity.
• List of testing equipment: All the in-house testing equipment/chemicals must be provided along with the calibration data and test clause against which the equipment/chemical is used.
• Layout plan: A complete layout plan must be provided, specifying the manufacturing area, entrance, exit, testing room, etc.
• Brand documents: In case the manufacturer is manufacturing the product for a specific brand. In the said scenario the applicant needs to submit the trademark certificate of all the brands if registered.
• Test reports of raw materials and final product: Test certificate or test reports for the raw materials that are used to manufacture the end product must be provided along with all the documents during the registration process.
• Performance Bank Guarantee: The foreign manufacturer needs to submit a bank guarantee of 10,000 USD to the Bureau of Indian Standard which is refundable when the manufacturer surrenders the license.

Application Filling: The very first step for BIS FMCS registration is to prepare and collect all the documents as per the prescribed checklist and format by the Bureau of Indian Standard. 

All the documents must be hardcopy originals signed and stamped by the respective signatories from the manufacturer and Indian representative end.

Once all the documents are furnished, the same must be submitted to the department alongside with application form.

Department Scrutiny and Inspection: Post submission of the FMCS application to the department. The BIS officials will check and verify all the documents and details submitted by the applicant.

In case the department requires any clarification or additional documents, the same needs to be furnished before the allotted inspection dates. Once all the submitted documents and details satisfy the scrutinizing officer, an onsite factory inspection is conducted by the inspecting officer. During the onsite factory Inspection, the inspecting officer seals the samples of the product for testing, for which the BIS certificate is applied with the Bureau.

The manufacturer then needs to ship the sealed samples to the designated BIS Lab for testing.

Product Testing: The shipped sealed sample is tested by the designated BIS recognized lab as per the applicable Indian Standard. The final test reports are submitted to the department for further scrutiny of the application. If the test reports conform to the parameters listed under the Indian Standard, the application is forwarded for grant of license and agreement signing.  

Grant of License: Post satisfactory onsite inspection, the inspecting officer submits the inspection report to the certification officer with all the observations. 

The certification officer validates the submitted details with the one checked during the inspection. On the basis of the same, the final license is granted to the applicant in the form of a CM/L (Certification of Manufacturing License) number.
