What is a Cosmetics Import Registration Certificate?
The Central Drugs Standard Control Organisation (CDSCO) regulates the import of cosmetics items into India through an online registration system (portal) to assure the safety and quality of products on the market.
According to the Drugs and Cosmetics Act and Rules, cosmetics in India are defined as products intended to be massaged, poured, streaked or sprayed on, or applied to the human body for purifying, enhancing beauty, enhancing attractiveness, or altering appearance, and includes any product intended for use as a cosmetic ingredient.
Once a cosmetic product has been successfully registered through the online portal (the "SUGAM" site), the Central Licencing Authority will issue an Import Registration Certificate under Rule 13 of the Cosmetics Rules 2020, allowing the product to be imported and used in India.
